Most owners gave a round number, like $12,000. We left out amounts under $1,000, which are too low for a new roof, and amounts the Census Bureau filled in itself. Houston roof permits
Houston needs a permit for every roof replacement or roof-over on a home. Only roof covering of 100 sq ft or less is exempt. Houston has an online search for permits that shows one permit at a time, but it publishes no file of permit amounts to download. We haven't collected Houston permits that way yet, so this page has no Houston permit numbers — only the survey and homeowner reports. Source: Houston Permitting Center ↗
Roof rules in Houston
The permit rule
In Houston, every roof replacement or roof-over on a home needs a permit. Only roof covering of 100 sq ft or less is exempt. If the roof structure changes, the city wants two sets of plans. A permit is good for 6 months.
The permit fee
Houston sets the roofing permit fee by its city fee schedule, plus a $33.56 admin fee. Most city permit fees went up 1.39% on January 1, 2026. We have not found the roofing line itself, so we don't list an amount.
The roofer's license
Texas has no state license for roofers. Anyone can call themselves a roofer, so check references and insurance yourself.
Hail
NOAA's storm records list hail 1 inch or larger in Harris County on 40 days from 2016 to 2025, about 4 a year. The largest was 2.5 inches. Harris County includes most of the city of Houston.

This is the size of the house, not the roof.

Questions people ask
Is $30,000 too much for a roof?
It's high for the Houston area. In the survey, about 9 in 10 Houston-area owners paid $23,000 or less for a new roof (jobs from 2021 to mid-2023). A bigger roof, metal or tile, storm damage, or rotten deck boards can push a job that high. Check your amount at the top of this page.
Will insurance cover a 20-year-old roof in Texas?
We can't tell. It depends on your policy and on what damaged the roof, so ask your insurer before you sign an estimate. What we can show: in the Houston area, insurance was the main source of money for about 1 in 3 new roofs (33%). In Texas, Louisiana, Oklahoma and Arkansas together, these roofs had a median of $17,000, and other new roofs $9,000. The survey doesn't say why. These two numbers are for the four-state region, not just Houston. The survey price is for the whole job, including any part insurance paid.
What is the 25% rule for roofing?
Houston's roof permit rules don't mention a 25% rule: every roof replacement or roof-over on a home needs a permit, and only roof covering of 100 sq ft or less is exempt. Source: Houston Permitting Center ↗. In some other states, like Florida, the "25% rule" means something else. There, if more than 25% of a roof section is repaired or replaced within 12 months, the whole section may have to meet today's building code. Since 2022, Florida applies this only to older roofs, not to roofs built to the 2007 code or later. Source: J.S. Held, "Florida Building Code 25% rule" ↗

Why are there no Houston permit numbers?
Houston needs a permit for every roof replacement. Houston has an online search for permits that shows one permit at a time, but it publishes no file of permit amounts to download. We haven't collected Houston permits that way yet, so this page has no Houston permit numbers.
Where do these numbers come from?
Two places, kept apart: the American Housing Survey 2023 (U.S. Census Bureau and HUD) and reports from homeowners like you. We review every homeowner report before it shows.
Why do cost guides show a lower number?
Most cost guides give one average for a typical shingle roof, worked out from national prices or from their own customers, then adjusted for your area. They rarely say how many jobs are behind the number or which years it covers. We show what Houston-area owners said they paid in a government survey, with the count of jobs behind each number. A bigger roof, a flat roof, or rotten deck boards push a real job well above a guide's average.
